English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent poll of local authorities, English councils are planning to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and land to support their budgets, but they contend they must continue to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to raise £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Increases and Broader Financial Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of regional authorities recently further found council budgets being stretched by the growing number of children and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until next year after a policy document outlining those reforms was recently delayed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
